1. Japan Introduces New Phytosanitary Requirements

According to Viet Nam Customs and the Viet Nam SPS Office, Japan has implemented emergency import controls on certain plant-origin products effective July 29, 2026. The measure follows Japan’s addition of Meloidogyne enterolobii to its list of regulated plant quarantine pests.

According to Japan’s Ministry of Agriculture, Forestry and Fisheries (MAFF), the new measures apply to specific plant products within the regulated scope. They do not apply to all agricultural products shipped to Japan. Businesses should therefore confirm whether their products fall within the scope of the new requirements before arranging a shipment.

2. Key Phytosanitary Requirements to Note

For shipments subject to the new controls, businesses should pay particular attention to the requirements for the Phytosanitary Certificate.

According to information published by the relevant authorities in Viet Nam and Japan, the following requirements apply:

• Production conditions: Plants must be produced in an area or production facility where Meloidogyne enterolobii has never been detected. If the pest has previously been detected, it must have been completely eradicated.
• Production-site inspection: Plants must be inspected at the production site throughout the growing season to verify compliance with Japan’s phytosanitary requirements.
• Growing media and underground plant parts: Growing media and underground parts of plants within the regulated scope must be examined using an appropriate testing method and confirmed to be free from Meloidogyne enterolobii.
• Phytosanitary Certificate: The required declarations confirming compliance must be clearly stated on the Phytosanitary Certificate accompanying the shipment.

These requirements should be addressed before the shipment leaves the country, rather than waiting until the cargo arrives in Japan.

3. Key Date: August 28, 2026

Japan has established a 30-day transition period following the effective date of the new measures. During this period, shipments accompanied by a Phytosanitary Certificate that does not contain the required declaration may be subject to additional inspection in Japan, potentially extending import processing time.

From August 28, 2026, shipments accompanied by certificates issued on or after this date that do not contain the required declaration may be returned or destroyed. The same measures may apply if Meloidogyne enterolobii is detected.

This is an important date to consider when planning shipments to Japan.

4. How the New Requirements May Affect Shipping Plans

For agricultural cargo, phytosanitary requirements in the destination market can affect more than documentation. They may also impact cargo handling time, delivery schedules, and logistics costs.

• Coordinate with the Japanese receiving party in advance: Align on documentation and phytosanitary requirements before the cargo arrives in Japan
• Factor phytosanitary requirements into the logistics plan: Allow sufficient time for documentation, inspections, and any additional processing rather than planning solely around transit time

The new Japanese measures do not apply to all agricultural products shipped to Japan. However, for shipments within the regulated scope, failure to meet the requirements may directly affect delivery schedules, logistics costs, and cargo handling at destination.
