Ministry of Industry and Trade Introduces a New Decentralized Framework for Certificate of Origin (C/O) Issuance

On 21 July 2026, the Import-Export Agency under the Ministry of Industry and Trade issued Official Letter No. 870/XNK-XXHH, providing implementation guidance for Circular No. 26/2026/TT-BCT on the Electronic Certificate of Origin Management and Issuance System (eCoSys).

Under the new regulations, from 1 August 2026, businesses must complete the re-registration of their C/O issuing authority on the eCoSys system in accordance with the new decentralized framework before submitting any subsequent C/O applications.


 
Key Changes Businesses Should Know
 
1. Re-registration of C/O Issuing Authority Is Required
  • From 1 August 2026, businesses logging into eCoSys will receive a notification prompting them to re-register their C/O issuing authority.
  • If you access the system before 1 August 2026 and do not see this notification, this is expected, as the feature will only be activated on that date.

2. Primary and Secondary Issuing Offices Will No Longer Apply

The previous "primary issuing office – secondary issuing office" structure will be discontinued.

Key changes include:
  • Businesses may register with multiple C/O issuing authorities, depending on their operational needs.
  • One C/O Form – One Issuing Authority: Each C/O Form (such as Form A, Form D, Form E, Form EUR.1, etc.) can only be registered with one issuing authority.

3. Automatic Data Suggestions and Approval Process

To simplify the transition, eCoSys will introduce several automated features:
  • Automatic data suggestions: The system will pre-populate the C/O Forms previously registered or used by the business, allowing users to review and update the information if necessary.
  • Automatic approval for the initial registration: The first re-registration submitted from 1 August 2026 will be automatically approved by the system.
Important: Once the initial registration has been completed, any future request to change the issuing authority for a particular C/O Form will require manual review and approval by the selected issuing authority. Businesses are therefore encouraged to carefully choose the appropriate issuing authority during their initial registration.

How to Complete the Re-registration (From 1 August 2026)
  1. Access the eCoSys system using your business account.
  2. Select "Re-register C/O Issuing Authority" when the system notification appears.
  3. Choose the appropriate issuing authority for each C/O Form your business uses.
  4. Review the information automatically suggested by the system and make any necessary updates.
  5. Confirm your registration.
  6. Continue submitting C/O applications for new export shipments following the current procedures.

To avoid delays in C/O issuance, customs clearance, and export shipments, businesses should:
  • Review all C/O Forms currently used for each export market.
  • Determine the appropriate issuing authority for each C/O Form before 1 August 2026.

  • Verify that the registration has been successfully completed before submitting future C/O applications.
